Dr. David Morton
David Morton, is a native of Kansas, receiving his Doctor of Public Health Degree from the University of Oklahoma Health Sciences Center. He spent 23 years in the United States Navy as a Medical Service Corps Officer, retiring from active duty in 1996.
In 1990, as the Commanding Officer of the Naval Hospital in Charleston, South Carolina, he set up one the Navy’s first fully capitated managed care programs covering 103,000 beneficiaries. In the three years prior to his retirement, he was responsible for the Strategic Planning, Systems Analysis, Management Controls and Congressional Affairs programs for the Navy Medical Department. During 1995, until his retirement, he was one of five Department of Defense members overseeing “Healthcare 2020” a research project designing the future military health care delivery system. He was also part of a five member task force to determine how to implement the “Clinton Health Care Plan” in DOD.
Since February of 1996, he has been the Regional Executive for the American Hospital Association. In that role, he is the senior AHA executive covering the states of Oklahoma, Arkansas and Louisiana responsible for legislative grassroots efforts and member relations with corporate health system executives, hospital chief executive officers, governing board members, and state hospital associations.
In 1992, he received the American Hospital Association’s Federal Health Care Executive “Award for Excellence”. He is a Fellow of the American College of Healthcare Executives and a former Delegate to the American Hospital Association. He is also Adjunct Faculty at Oklahoma Christian University teaching in the MBA program.
